FBI Raids Home, Business of Westfield Developer; No Charges Announced.

WESTFIELD, Ind. — Federal agents executed search warrants this week at the home and business of Westfield developer James Andrew “Andy” Card, but no criminal charges have been announced and authorities have not disclosed the nature of the investigation.

An FBI spokesperson confirmed that the agency conducted “court authorized law enforcement activity” on July 16 at locations connected to Card.

The FBI declined to provide additional details regarding the investigation.

Card, 62, is the founder of Card & Associates Athletic Facilities, LLC, a company involved in several high-profile sports facility developments across Indiana, including the Pacers Athletic Center in Westfield, Finch Creek Fieldhouse in Noblesville, and Mishawaka Fieldhouse.

The developer has also been involved in several major public proposals in recent years. Card & Associates was among the firms considered in 2023 to operate and manage Grand Park Sports Campus in Westfield, though another company was ultimately selected. Card had previously expressed interest in purchasing Grand Park in 2022. The company also unsuccessfully pursued a proposal to develop a Noblesville event center and parking garage project.

As of Friday, Card & Associates’ website and social media accounts appeared to be inactive or unavailable.

No criminal complaint has been filed in federal court, and neither the FBI nor the U.S. Attorney’s Office has announced any charges against Card or his company.

Under American law, the execution of a search warrant does not constitute proof of wrongdoing. Individuals and businesses that are the subject of searches remain presumed innocent unless and until charges are filed and guilt is proven in court.

The investigation remains ongoing, and additional information may emerge through future court filings or official announcements.
