INDIANAPOLIS — Former Republican congressional candidate and Hoosier Enquirer publisher Gabe Whitley has founded the Whitley Foundation (also referred to as the Gabe Whitley Foundation), according to statements on his official website and confirmation from its Director, David McCarthy.

According to the About page on gabewhitley.org, Whitley established the foundation “to educate Americans about the dangers of an unchecked Department of Justice and to support efforts to End the Fed.” The site states: “No American should face charges for lying to the federal government until the government itself stops lying to the American people.” It notes that Whitley has expressed remorse for his own past actions and has apologized to family and friends.

The foundation’s stated focus aligns with Whitley’s public advocacy following his 2025 federal guilty plea to making false statements to the Federal Election Commission. In that case, he admitted fabricating hundreds of thousands of dollars in campaign contributions and a personal loan on reports for his 2024 run in Indiana’s 7th Congressional District. He was later sentenced to three months in prison. Whitley’s site describes him as only the fourth person in U.S. history charged with lying to the federal government in a manner comparable to figures such as Martha Stewart, George Papadopoulos, and Michael Flynn, and frames the foundation as a response to what he views as broader government accountability issues.

David McCarthy, identified as Director of the Whitley Foundation and also serving as Operations Manager for the Hoosier Enquirer, has been listed as the contact for recent foundation-related press releases. These include an October 2026 release in which Whitley endorsed Max Engling for Indiana Secretary of State. The release, distributed through the foundation, reiterated Whitley’s background as a former 7th District candidate, elected GOP precinct committeeman, and statehouse reporter.

In addition to the foundation, Whitley founded the Hoosier Enquirer, described on his site as a nonprofit media organization focused on combating what it calls fake news in Indiana and assisting victims of media malpractice. Its stated mission is to expand independent media outlets across the Midwest.

The Whitley Foundation appears primarily through Whitley’s website and associated press materials rather than independent public filings or extensive third-party coverage at this time. McCarthy’s role as director is confirmed in the foundation’s own communications.

Whitley, a California native who moved to Indiana in 2017, previously ran unsuccessfully for several offices, including the 2024 Republican primary for Congress, where he received about 13% of the vote. He has also described ongoing civil litigation related to his interactions with federal authorities.
